Finja Overbeck specialises in planning, structuring and executing procurement procedures for both above- and below-threshold contracts. She provides advisory services to both public contracting authorities and bidders.
As well as large-scale construction, planning and supply contracts, she supports projects that fall within the scope of public procurement law and are subject to funding regulations. She covers the entire duration of the procurement procedure, from preparing tender documents and examining and evaluating applications and tenders, to conducting negotiations and preparing procurement documentation and justifying the award decision. She also advises parties involved in review proceedings.

Vita

Finja Overbeck studied Law at the University of Münster and Martin Luther University Halle-Wittenberg. An international perspective was added to the legal training through a study period abroad at the Southwest University of Political Science & Law in Chongqing, China.

After passing the first state examination, Finja Overbeck has worked as a research assistant in the public procurement law practice at Luther’s Leipzig office since 2022. During the legal clerkship at Bochum Regional Court, placements were completed at the Rhineland Public Procurement Chamber within the Cologne District Government, as well as legal and elective placements at Luther’s Essen office in the public procurement law practice.

Finja Overbeck has been an associate in the public procurement law practice at Luther since 2026.

  • Legal support in advising on the procurement of technical consultancy services for large-scale urban development projects in the Ruhr region.
  • Comprehensive bidder representation, including advising six facility management companies as part of an EU-wide tender for a contract to provide technical facility management services to a large local authority in North Rhine-Westphalia.
  • Legal support for the decarbonisation of the Saarland steel industry using public funding (advice on public procurement and grant law) for the retired Stahl-Holding-Saar major investment project worth approx. €3.5 billion.
