Areas of practice

Nina Klünker provides advice to public authorities, enterprises, private owners, investors, project developers and bidders on all matters relating to public commercial law. She specialises in public procurement and administrative law, particularly urban planning law, as well as state aid and grant law. She helps public contracting authorities design and implement complex procurement procedures legally and compliantly, particularly in the IT and construction sectors, and represents clients in legal proceedings relating to public procurement law. 

She also supports her clients in administrative law matters, both in and out of court. Another focus of her advisory work is issues of administrative organisation and state modernisation.

Vita

Nina Klünker studied law in Berlin, going on to obtain a Master of Laws (LL.M.) from King's College London. She completed her legal training at the Berlin Court of Appeal, undertaking placements at the Federal Ministry for Economic Affairs and Climate Action, a leading international law firm and the Federal Foreign Office. 

Prior to joining Luther, she gained experience in public commercial law as a research assistant at several renowned international commercial law firms. She has practised as a solicitor in Luther's public commercial law and public procurement law practice group since 2025.
