Dr Rut Herten-Koch advises the public sector and its companies as well as private owners, investors, project developers and bidders on matters pertaining to public business law. She has a wealth of experience in advising on and structuring complex procedures, be it in public procurement or in construction planning law. She further advises on public financing issues and on the drafting of public-law contracts. In addition, she also represents her clients before the bodies responsible for the subsequent review of contract award procedures and before administrative courts.
After studying law and political science at the Universities of Freiburg (Germany) and Lausanne (Switzerland), Dr Rut Herten-Koch was admitted to the German Bar in 2000. She has been practising as a lawyer in public law and public procurement law in Berlin (Germany) since 2002 and has been a certified specialist in administrative law since 2004. Rut Herten-Koch joined Luther as a partner in July 2015. Since 2017, she has additionally been a certified specialist in public procurement law. Rut Herten-Koch is an ambassador of Koalition für Holzbau, an initiative promoting sustainable building with wood. She is also a frequent lecturer, for example, at events organised by DVNW Deutsches Vergabenetzwerk or by Forum Vergaberecht.
