Prof. Dr. Herbert Willems joins Luther in Essen

His range of consulting services derives from the focal points of his scientific interest, with which he has worked as a judge at the Higher Administrative Court of Münster for more than 30 years.

Since 1 February 2018, Prof. Dr. Herbert Willems has been strengthening Luther Rechtsanwaltsgesellschaft mbH in the field of public law. His range of consulting services derives from the focal points of his scientific interest, with which he has worked as a judge at the Higher Administrative Court of Münster for more than 30 years.

During his time in Münster, Willems was involved in a wide range of legal fields in his teaching and judicial duties. These include, among other things, municipal law, higher education law, the law of other public law bodies, in particular the chambers of commerce, the professional law of the liberal professions, especially doctors, dentists, veterinarians, pharmacists and psychotherapists, procedural law, the legal relations of the public service and constitutional law, including electoral law and the right of state organisation.

About Prof. Dr. Herbert Willems

Prof. Dr. Herbert Willems studied history and law at the Ruhr-University Bochum. His career as a judge began in 1979 at the Administrative Court of Gelsenkirchen. From 1985 to March 2017 he worked at the Higher Administrative Court for the State of North Rhine-Westphalia in Münster, since 1994 as chairman of various senates of appeals.

In addition, he held other judgeships for about 20 years, including the chairmanship of the North Rhine-Westphalian state professional courts for architects, city planners and engineers as well as the chairmanship of the First Senate of the State Professional Court for Health Care Professions and the deputy chairmanship of the Higher Regional Court at the Higher Regional Court in Hamm.

After Willems had already been working there as a lecturer since 1993, he was appointed honorary professor by the Westphalian Wilhelms University of Münster in 2010. In addition to his lectures there, most recently on "Administrative procedural law for advanced students", he lectures at the DIU Dresden International University on the subject of "Professional Jurisdiction" as part of the Master's programme and the specialist lawyer's course in medical law. At the bar association in Hamm he works as a lecturer in the further training of lawyers on municipal law and civil service law. As chairman of a board of examiners in the second state examination in law at the Ministry of Justice of the State of North Rhine-Westphalia, he is dedicated to the next generation of lawyers.
