Luther strengthens public procurement and state aid practice in Essen

Since 1 February 2020, the renowned public procurement lawyer Dr Stefan Mager strengthens Luther's partnership at the Essen office. Mager had previously worked for the law firm Aulinger since 2003 and was Co-Managing Partner for several years until the end of 2018. With him, Heinz-Peter Dicks, long-time judge of the Public Procurement Senate at the Düsseldorf Higher Regional Court, will join the team as Of cCunsel as well as two Associates.

Background

Stefan Mager is a lawyer specialized in public procurement law. In addition, he is chairman of the expert committee for public procurement law of the bar association in Hamm. At Aulinger, Mager built up the department of public procurement and state aid law and provided essential impulses for the further development of the renowned law firm in the Ruhr area.

Mager advises intensively on large-volume construction contracts, complex IT projects, cyber security as well as EU-wide and national awards of goods and services by police and other security authorities. His clients also include various public utilities and internationally active companies such as the Swedish technology group Saab AB.

In EU state aid law, Mager has many years of experience in dealing with DAWI- and AGVO-related issues. He is the head of the Luther team of consultants for the city of Cologne, among others, in extensive urban development projects.

"We are pleased to have won Stefan Mager, a renowned expert in public procurement law and state aid law, and are looking forward to having seven partners in public procurement law at Luther in the future," said Elisabeth Lepique, Co-Managing Partner at Luther. "Luther's public procurement law practice is affiliated with real estate and infrastructure consulting and is therefore closely linked to the areas of IT and construction law," added Dr. Markus Sengpiel, Co-Managing Partner at Luther. "Stefan Mager therefore fits perfectly into the team."
