Areas of practice

Nora Otoo's practice focuses on public procurement and administrative law.
She advises public contracting authorities and private companies, in particular on the planning and implementation of national and Europe-wide procurement procedures. In addition to large construction projects, planning, supply and service contracts in the above-threshold and below-threshold areas, she also advises on subsidised projects in the field of grant award law. This includes structuring and implementing the procedures as well as comprehensive documentation. Nora Otoo also advises bidders in review proceedings to ensure that the procedures are free of legal errors.
In administrative law, she advises in particular on issues relating to subsidy law and other legal topics in connection with the implementation and realisation of public projects.

Vita

Nora Otoo studied law at the University of Münster. In addition to her studies, she completed an additional course of study focusing on Anglo-American law and gained practical experience at a New York law firm.
After completing her studies, Nora Otoo obtained her doctorate at the Institute for Public Law and Politics under Prof. Dr. Bodo Pieroth on a topic related to European law. She then obtained a Master of Laws (LL.M.) degree from the University of the West of England in Bristol. Nora Otoo completed her legal training in Hamburg, working at an international commercial law firm and the German Embassy in Valletta.
Nora Otoo has been admitted to the bar since 2014. In addition to her work as a solicitor, she is a part-time lecturer and regularly teaches in the field of public building law. Nora Otoo has been a specialist solicitor for administrative law since October 2021.
