Charlotte Jodocy

Charlotte Jodocy advises private-sector companies and public contracting authorities on the planning and implementation of national and EU-wide procurement procedures.

In addition to advising on large construction projects and on the award of planning, supply and service contracts at national and EU level, Charlotte Jodocy also assists with subsidised projects that fall within the scope of public procurement law in connection with public funding. Her services in this area include the structuring, implementation and documentation of the procedures. Furthermore, Charlotte Jodocy also advises bidders, helping them enforce their right to legally correct procedures in review proceedings. In urban development projects, she advises her clients on investor selection procedures, among other things.

Charlotte Jodocy further specialises in advising on the federal and state freedom of information acts. She examines rights to information and reasons for refusal and also has experience dealing with third-party intervention scenarios.

Public Procurement Law

Charlotte Jodocy studied law and, in addition, also successfully completed a discipline-specific foreign language training course in English at the University of Münster (Germany). After passing her first state law exam, she worked as a research assistant in a medium-sized law firm in public procurement law. Part of Charlotte Jodocy’s legal training involved working at the Westphalian Public Procurement Tribunal in Münster.

• Stahl-Holding-Saar – public procurement and public funding law advice, in particular on the procurement of hydrogen, in connection with a large-scale investment project (project volume: ca. EUR 3.5 billion) regarding the decarbonisation of the Saarland steel industry using public funding
• Representation of bidder – advice to an international chemicals company  on its participation in an EU-wide invitation to tender for the supply of hydrogen derivatives, three-digit million euro amount
• Federal government – IT service provider, advice on large-scale IT procurement transactions (assistance with large-scale procurement procedures and defence)
• Police of the German state of North Rhine-Westphalia – ongoing advice to the central procurement office of the North Rhine-Westphalian police in complex procurement processes (for example, IT procurement and Innovation LAB NRW)
• Public utilities company – advice on procurement of consultancy services regarding decarbonisation
• Urban development projects – advice on the preparation and implementation of an investor selection procedure and procurement of technical consultancy services
• Towns of Herne, Düren and others – advice on large projects regarding matters pertaining to EU state aid law, public procurement and municipal business law and examination of in-house procurement scenarios
