Lukas Voß advises both private companies and the public sector on all matters pertaining to public procurement law, through all stages of domestic and EU-wide procurement procedures.
His services include planning and conceptually designing the procedure, assisting contracting authorities with the preparation of the tender documents, advising on communications between contracting authorities and bidders in electronic procedures, including handling bidder inquiries and complaints, through to assisting contracting authorities with the review of applications to participate and bids and with the contract award decisions.
Moreover, he also helps contracting authorities document the entire procurement procedure comprehensively in a legally watertight manner.
Where necessary, Lukas Voß advises and represents contracting authorities or bidders in procurement review proceedings before the public procurement tribunal or in appeal proceedings before the higher regional court.
Further services include advising on the handling of subsidies and providing expert opinions on diverse questions of public procurement law.
Lukas Voß initially trained as a banker and then went on to study law on a scholarship from Konrad Adenauer Stiftung. He passed his first state law exam with an emphasis on public law at Georg August University in Göttingen (Germany) in 2019 and his second state law exam at the Higher Regional Court of Celle (Germany) in 2021. His legal training inter alia included working in the Hamburg office of an internationally operating law firm in public business law and at the Ministry of the Interior and Sports of the German state of Lower Saxony.
Lukas Voß started his career as a lawyer with Luther in 2022. In 2024, he successfully completed the training course in public procurement law designed for lawyers as a step towards becoming a certified specialist in public procurement law.
