Jenny Tsynn concentrates her practice on public procurement law. She has expertise in all legal matters that relate to public procurement, with a particular focus on procurement in the hospital, energy and urban development sectors and on IT procurement.
Jenny Tsynn advises and assists contracting authorities with their procurement activities. Her services span the entire process, from the development of suitably tailored procurement strategies through to the legally compliant implementation of procurement procedures. She develops practical solutions to complex questions of public procurement law and provides reliable legal support throughout the procurement process.
Jenny Tsynn advises both the public sector and companies participating in invitations to tender on German and EU public procurement law.
In addition, she also advises on corporate law issues, including in relation to municipal enterprises.
Jenny Tsynn studied law at Martin Luther University Halle-Wittenberg in Halle (Saale) (Germany) and at Southwest University of Political Science and Law in Chongqing (China). As part of her legal training at the Regional Court of Halle in the German state of Saxony-Anhalt, Jenny Tsynn also completed a training period in the corporate law department of an international business law firm in Almaty (Kazakhstan). Jenny Tsynn was admitted to the German Bar in 2017 and joined Luther the same year.
