Areas of practice

Robert Kerner advises the public sector and commercial enterprises on matters pertaining to public procurement and public business law. His advisory services cover the entire tender process through to the award of the contract, also including any review procedure before the competent public procurement tribunal and the immediate appeal to the competent higher court, where applicable. In addition, he also deals with issues and procedures relating to public business law, for example, in connection with public building law.

Robert Kerner studied law with a particular emphasis on public law at the Free University of Berlin (Germany). During this period, he successfully completed the “Diploma in French Law” programme at Grenoble Alps University (France) on an Erasmus scholarship. Whilst at university, he worked for a member of the German Bundestag and for a member of the European Parliament and, as a student assistant, also for a member of the Berlin House of Representatives.

After passing his first state law exam, Robert Kerner worked as a research assistant in a boutique law firm that specialised in public business law.

During his legal training, he was elected spokesperson of his working group, was active as a member of the Association for the Promotion of Legal Training in Mecklenburg-Vorpommern and, in that position, established a network of all working group spokespersons in the German state of Mecklenburg-Vorpommern. Part of his legal training involved working at the State Ministry of Justice and in internationally operating commercial law firms that specialised in advising the public sector and dealing with public procurement law issues. After working for some time for the public sector as a judge, Robert Kerner now provides legal advisory services.
