Nora Otoo studied law at the University of Münster (Germany), where she was also awarded her doctorate for a thesis on a European law topic. After obtaining an LL.M. degree from the University of the West of England in Bristol (England), she carried out her legal training in Hamburg (Germany), which included working for an international business law firm and for the German Embassy in Valletta (Malta). Nora Otoo was admitted to the German Bar in 2014 and joined Luther’s Essen (Germany) office in 2016.

• Comprehensive structuring in terms of public procurement law and support of the tendering procedure for general contractor services on the basis of a functional specification for the new construction of a medical research centre as a partnering procedure ("nationwide pilot project")
• Advice on public procurement law in connection with the construction of a new university hospital and general advice in connection with the funding programme for construction measures at university hospitals, with special consideration of questions relating to the law on subsidies
• Planning support and individual case consulting for the realization of large-scale retail trade from 3,000 sqm sales area at various locations
• Advice on fire protection law during the refurbishment of clinics and other large-scale construction projects
• Support of individual cities in the protection of historic monuments with municipal reference objects
