Helmut Rubin advises on projects in the public sector, both with regard to construction issues and also with regard to financing and organisation issues. In light of his vast experience and his contacts, the focus of his advisory services is, in particular, subsidy and state aid law and carrying out the legal design and strategic planning for as well as assisting with expansion and organisation measures in relation to universities, university hospitals and research institutions. Furthermore, Helmut Rubin has a wealth of experience in dealing with staff representation and works constitution law.


Helmut Rubin studied law at the Ruhr University in Bochum and at the Rheinischen-Wilhelms University in Bonn (Germany) and passed the first state exam in 1971. He carried out his legal training at the Regional Court of Essen and the Higher Regional Court of Hamm (Germany) and completed the second state exam in 1974. In the same year, he joined the tax authorities of North Rhine-Westphalia, where he successfully trained to become a senior civil servant. From 1976 onwards he was Deputy Head of a local Tax Office. The main focus of his work was corporate income tax law, tax audits carried out by the tax authorities and the enforcement of claims.

In 1979, he was transferred to the Ministry of Finance of the State of North Rhine-Westphalia, where, from 1997 onwards, he held the positions of Deputy Head of Department (Leitender Ministerialrat) and Group Leader within the Budget Division and, in this capacity, was responsible for legislation, organisation and financing matters for universities and universities of applied sciences as well as for supra-regional relations in science and education. A particular focus of his work was dealing with construction projects for universities, university hospitals and universities of applied sciences, developing new cooperation and financing concepts and higher education legislation for hospital and hospital planning law. Furthermore, he represented the Ministry of Finance on supervisory boards of university hospitals, on supra-regional committees in research and education and in bilateral negotiations with the German government and other States.
