Dirk Fischer

Vita

Dirk Fischer is Managing Director of Luther Public Services GmbH and has many years of experience in managing and controlling complex construction, real estate and infrastructure projects. After training as a chemical-technical assistant, he studied architecture (Dipl.-Ing. (FH)) and is registered as an architect with the North Rhine-Westphalia Chamber of Architects (AKNW).

He began his professional career as a site manager and senior site manager at the engineering firm Schindler (now Schindler & Werb AG), where he was responsible for numerous large-scale projects in the commercial, office property and luxury residential complex sectors in Frankfurt and the surrounding area from 1994 to 1999. He then worked as a project manager – from Experienced Senior to Director – at Arthur Andersen, later Ernst & Young, from 1999 to 2002. During this time, he took on the overall project management for the Deutsche Post headquarters in Bonn (Post Tower), the tallest office building in North Rhine-Westphalia.

From 2003 to 2025, Dirk Fischer played a key role in the development of innovative project and procurement models at Drees & Sommer:

• 2003–2008: Development of a construction partner model in the management of the Building Agency, with successful implementation in five projects in the residential, office and cultural building sectors.
• 2006–2016: Development and implementation of procurement models based on functional, output-specific service descriptions, with a particular focus on high-availability data centres.
• 2016–2023: Responsible for alternative processing models within the Drees & Sommer Group; focus on general contractor, general contractor and total contractor models as well as the systematisation and scaling of procurement documents.
• 2013–2025: Development of the healthcare industry focus in North Rhine-Westphalia and northern Germany; member of the management team of the Hospitals Business Unit.
• 2022–2024: Member of the Drees & Sommer North Rhine-Westphalia site management team.

Dirk Fischer has been Managing Director at Luther Public Services GmbH since 2025.
