Sabrina Desens was born in Wolfen (Germany) in 1980. After spending a year in the USA and studying law and legal English at the University of Münster (Germany), she worked from 2004 to 2007 as a research assistant at the Institute of Local Government Studies (Kommunalwissenschaftliches Institut) of the University of Münster. In 2008, she was awarded her doctorate for a thesis on the European Water Framework Directive. Her legal training included working for the Federal Ministry for the Environment in Berlin (Germany) and for the Düsseldorf (Germany) office of the international business law firm Freshfields Bruckhaus Deringer. From 2009 on, she was an Academic Counsel at the University of Münster as head of the Freiherr-vom-Stein Institute, the academic research centre of the Association of North-Rhine Westphalian Districts (Landkreistag NRW), where she continued to hold a teaching position until 2015. Sabrina Desens has worked as a lawyer in Leipzig (Germany) since 2012; she joined Luther in November 2014.
As part of her work as a lawyer, Sabrina Desens advises and represents companies, municipalities, special-purpose associations and municipal companies in all matters pertaining to public law. The focus of her work is on environmental law, in particular, water law, as well as on public procurement law. In addition, Sabrina Desens has special expertise in fiscal law, in which area she is a frequent publisher, for example, as a co-author of the municipal tax law compendium “Handbuch Kommunalabgabenrecht”.
